Education agents in the People’s Republic of China are encouraged to refer students for an AEAS Assessment once a decision has been made to apply to an Australian school.
Education agents may need to assist the student to register for testing on line. Information and instructions are currently provided in English. Chinese translated instructions will be added in coming months.
Please refer to Australian Schools for a list of schools that have received Australian Government approval for students to complete the AEAS Assessment to meet the English language proficiency requirements for a visa subclass 571.
These schools have indicated a preference for students applying to their school to undertake the AEAS Assessment. Many of these schools will require an AEAS test even if an alternative test has already been completed.
Please refer to www.immi.gov.au/study for more information on the Australian Government regulations.
When
schools provide a Certificate of Enrolment to the student they will also provide
a written statement waiving the
requirement to sit IELTS on the basis they have completed the AEAS Assessment.
The written statement must be attached to the student’s visa
application along with the original AEAS Assessment Report.
Copies will not be accepted by the Australian Government.
The original AEAS Assessment Report will be provided to the student. The original Report must be attached to the visa application.
Students must also receive a written statement from the school from which they have received a certificate of enrolment. The original written statement must also be attached to the visa application.
These documents will be checked to ensure they are true documents and are not fraudulent copies.
PRC students must achieve:
è a minimum score of 36 on the English language proficiency test and require no more than 30 weeks preliminary English language tuition, or
è a score greater than 61 if they are not undertaking preliminary English language tuition.
Australian Government Regulation – English Language Proficiency
From 1 April 2004, PRC students 16 years of age and over who apply for a visa to study in Australian secondary schools must undertake an English language proficiency test – generally the IELTS test. The Australian Government may agree to waive this requirement if the visa applicant provides evidence that (among other things) they have achieved a satisfactory result in an alternative English language proficiency test.
Under a two year waiver period, a significant number of Australian Schools have been approved by the Australian government for students to complete an AEAS Assessment. These schools prefer students to sit this test as it is specifically designed and developed for school age students. It also provides schools with additional information – mathematical reasoning and general ability, general interests, comparison with school reports – that assists the school in deciding to accept the student’s application. No other existing testing service provides this comprehensive assessment of the student.
More than 70 Australian Schools have been approved for students to complete an AEAS Assessment under the waiver provisions. Additional schools are also seeking approval from the Australian Government to use AEAS. Schools with approval and those seeking approval are marked on the list with a **.

English Language Regulation – For Students Applying Outside Australia Schools sector visa applicants aged 16 years or more at time of visa application must provide evidence of: 1. if undertaking an Elicos or other English language tuition (of no more than 30 weeks duration), and IELTS overall band score of 4.0, OR 2. an IELTS test overall band score of 5.0; OR 3. the required score in an alternative test conducted in English and specified in a gazette notice by the Minister; unless the decision maker decides to waive the requirement (see waiver options below). |
Requirements for Waiver for Offshore PRC Students (from 1 April 2004 )
Option A: Nominated education agent meets requirements for inclusion in waiver
The nominated agent lodges the visa application and either:
a) the visa applicant has achieved satisfactory results in an English language proficiency test conducted under appropriate test conditions:

obtained a result that allows them to progress to the academic stream in a
senior secondary school in China;
AND
(ii) achieved a result of at least 75% in English language studies for their
Certificate of Graduation from Junior Secondary School.
Option B: Education agent who does not meet requirements for inclusion in waiver or student applies with no agent
The visa application is lodged with a written statement from the Australian education provider supporting the waiver of the English language requirement and either:
a) the visa applicant has achieved satisfactory results in an English language proficiency test conducted under appropriate test conditions:
OR
b)
(i) the visa applicant
obtained a result which would allow them to progress to the academic stream in a

A full set of the regulations is available at www.immi.gov.au/study/providers/index.htm
Written Statement from the Australian School
Students must receive a written statement from the Australian School supporting the student’s completion of an AEAS Assessment under the waiver provisions. The written statement will generally be provided when the student receives a certificate of enrolment. The original written statement from the school and the original AEAS Assessment Report must be attached to the student’s visa application along with other supporting documentation. (Option B)
If the student is receiving support from an education agent that has been approved by the Australian Government (the agent must have a formal agreement with the specified school for which they have been approved), the written statement from the school will not be required. However, it may be prudent to seek the written statement and include it with the visa application regardless. (Option A)
